Monitors plant performance through evaluation and interpretation of key operating data.  This includes identifying problems and offering technical solutions with recommendations for efficient, reliable and safe operation of plants.  Provides technical support to Commissioning team Operations accordingly.  Close interaction with core operating personnel. The Operations Engineer provides troubleshooting, Plant optimization and Technical service support to the Plant for ensuring safe operation and consistent production, maintenance of technical safety standards and improvement of LNG plant efficiency and keeping in mind the product quality.

Qualification:  B.Sc. in Chemical Engineering.  Very good knowledge of English (written and spoken).  Minimum of 8/10 years of Process Engineering work experience in Oil and Gas Industries.  Must have experience on monitoring Plant performance, trouble shooting, and submitting technical reports with recommendations for reliable and safe operations.   Competent in use of computer programs to simulates and analyze process and equipment operation and performance including hysisi and simulator software.   Experience in Process design service for modification to the Plant and ensuring that design standards are maintained.  Good inter-personnel skills for interaction with core operating personnel and capable of working independently or as a team member.  Very good knowledge of Microsoft Office Software.

Summary: The Senior Operational Engineer provides troubleshooting, Plant Optimization and Technical service support to the Project Commissioning Manager for ensuring safe operation and consistent production, maintenance of technical safety standards and improvement of IGD plant efficiency.

Monitors performance of all instrument and controls at the LNG Plant and associated facilities to provide assurance on their integrity and reliability. Our client is a USA General Contractor with over 30 years of construction experience. The firm specializes in U.S. federal funded design-build projects in the Middle East, Europe and Africa requiring general contractor and regional expertise. For this position we are looking for US candidates with a security clearance and experience working on building US embassy projects. You will be working in Cairo for a few months then transfer to other locations in the Middle East as the project advances.

 

The Sr. Project Manager is responsible for the overall success, safety, and timely completion of a construction project.  The Sr. Project Manager will plan and manage project construction activities and schedules and provide technical consultation to project teams, government agencies and clients. Requires 12-15 years of project management experience on large commercial construction projects ($50M+); knowledge of scheduling and organization techniques; must possess excellent leadership, communication and negotiation skills; must be authorized to work in the United States and have the ability to obtain and maintain a security clearance and willingness to work overseas.

Seeking an Upstream Specialist as a key advisor to Corporate Management, as well as other organizations within the company on different financial and economic issues involved in the company’s upstream strategies and capital allocations. As an expert with an in-depth experience on the upstream oil and gas industry, the Upstream Specialist will be responsible for working with upstream organizations within the organization to develop an outlook for the drilling program, rig utilization and drilling efficiency trends. The Upstream Specialist will also estimate trends in the long-run marginal costs of new increments, in corroboration with upstream organizations. All of these trends would be used to inform management and for inclusion in various planning purposes. The Upstream Specialist must also demonstrate the ability to work with multidisciplinary teams producing reports, studies and presentations that are pivotal in shaping management’s decisions.


Minimum Requirements: At least 15 years of experience in the upstream industry. Five or more years of relevant experience with a large upstream consultancy company combined with at least 10 years of industry experience is preferred.  Bachelor's Degree in Petroleum Engineering or related specialty. MBA or Master’s Degree in Petroleum Economics desirable. Thorough understanding of the economic and business factors related to the upstream industry with substantial experience of applying that knowledge to the evaluation of industry trends. Sufficient understanding of oil and gas exploration and development projects necessary to conduct economic analysis of proposed capital investments. Solid understanding of the use and limitations of investment evaluations and optimization, as well as in-depth knowledge of modeling techniques and methodologies related to economic analyses. Ability to look at a situation both from a general perspective as well as to penetrate into issues in depth when required. Proven ability to interface and effectively communicate with management at all levels within the organization.

 

The Upstream Specialist will serve as advisor to Corporate Management and other company organizations on upstream oil and gas issues encompassing the following:


Provide analysis, evaluation and validation of information provided in support of proposed capital investments in exploration and development programs for the upstream business. Provide up-to-date information about ongoing drilling programs by region, for both onshore and offshore, for exploration and development drilling and rig type, for both oil and gas, including rig utilization rates, rig efficiency and rig lease cost trends. Report periodically on the long-run marginal costs of proposed new oil and gas increments and trends for future increments. Regularly follows up on upstream oil and gas market developments, as well as developing and maintaining contacts within the GCC region and the industry in general.  Assist in setting the economic basis for the evaluation of future programs in the areas of shale gas, tight sand gas and unconventional oil.  Report on issues that are relevant to upstream programs based on market intelligence.  Provide expert judgment, by way of thorough analysis on queries from management on upstream issues. The major responsibilities are listed below:

·        Work with factories to manufacture samples of new designs and ensure they are produced on time. Responsible for the workmanship and finishing of samples destined for the client's customers (whether for presentations or delivery direct to customer). ·        Review of samples will also include Value Engineering. This will include discussions on optimizing designs based on the factory's capabilities, stand stock sizes as well as possible cost reductions.

·        Review packaging of new items to ensure key areas are adequately protected, while maintaining maximum container loadability.

·        Pre-Production sample sign-off.

·        Monitoring production/factories: ensuring consistency to approved samples (materials, workmanship, sizing and design); for on-time delivery - provide insight into potential or encountered production problems; and overall Quality Control (QC).

·        Develop relationships with factory management.

This includes monitoring and coordination of all program elements within the PEPFAR portfolio executed in conjunction with government health facilities, NGOs, FBOs, and CBOs. The incumbent will be responsible for WRP program execution, direction, and development of technical staff. Technical Director position will be based in Mbeya in the Southern Highlands region of Tanzania.

 

Duties:Directs the implementation of the WRP PEPFAR program in Mbeya. Manages and directs all WRP technical personnel in the development of program work plans and associated evaluation metrics to best manage program areas and relevant implementing partners. Trains technical staff to utilize work plans to guide development of the country operational plan. Stays current with the United States Government (USG) and Government of Tanzania guidelines/policies and ensures program activities are in line with said policies.

Manages the execution, implementation, and coordination of all PEPFAR activities; this includes tracking against budget forecasts as well as relevant targets within each program area. Mentors in country WRP staff, transferring program management capacity to indigenous personnel. Develops the capacity of implementing partners to manage activities with donor funding. When necessary, serves as a technical representative to USG PEPFAR meetings in Dar es Salaam.

 

Works with MHRP HQ and others to delineate possible areas to conduct operational research or other similar activities. Ensures the completeness and delivery of PEPFAR funding submissions, semi-annual and annual, and similar USG reports; directing the regular analysis of these data to inform program managers on areas of strength and need. Interviews and recommends hire/termination/promotion/demotion/etc of any technical staff as needed.

Requirements:  Program management experience in an international setting. Prior experience in management of HIV/AIDS programs preferred. Working for our American client, you will be located at the Makerere University/Walter Reed Program (MUWRP) in Kampala and will be responsible for direct supervision of the President’s Emergency Plan for AIDS Relief supported Walter Reed Army Institute of Research (WRAIR) activities in Uganda and coordinating with MUWRP program personnel, other US government, international and host government agencies as it relates to the need/goals of care and treatment and research activities supported in Uganda by the DoD/US Military HIV Research Program (MHRP).

 

ESSENTIAL JOB DUTIES: (80% OF TIME)

 

1.            Work with local Ugandan partners and the USMHRP HQ team in developing and implementing a comprehensive HIV/AIDS care and treatment program in line with USG and Uganda MOH strategies.

2.            Assure integration of these care and treatment programs with MUWRP's research activities and ensure one clear message regarding MUWRP efforts is provided to the communities involved.

3.            Coordinate development/expansion of community support programs in Uganda and integration of these programs into care and treatment activities.

4.            Serve as the MUWRP/HJF representative on the USG Emergency Plan coordinating committee in Uganda to ensure continued collaborative and coordinated efforts among the USG agencies in the planning and implementation of activities in support of the five-year strategic plan for Uganda in support of the President’s Emergency Plan for AIDS Relief.

5.            Work with the above committees, providing support and undertaking assigned tasks as needed as part of the overall USG effort under the President’s Emergency Plan for AIDS Relief in Uganda.

6.            Support COP planning and tasks to ensure targets and budgets are in line with program areas.

7.            Monitor targets and budgets for program areas

8.            As assigned, represent DoD interests in expansion of HIV/AIDS prevention and care and treatment activities in Uganda and leveraging of relevant areas of DoD expertise to assist other USG and DoD efforts.

9.            Expand upon/develop relationships with locally represented donor organizations, government ministries and other stakeholders, exploring opportunities for collaboration and expansion of program activities as it relates to the need/goals of implementing prevention and care and treatment programs as part of DoD/MUWRP sponsored efforts.

10.          Solicit funding through identified mechanisms to ensure continued participation in the President’s Emergency Plan for AIDS Relief and from other sources as needed to support the DoD associated programs in East Africa.

11.          Provide senior level supervisory guidance to personnel located at field sites in Uganda in collaboration with the MUWRP Executive committee participating in -MUWRP activities under the President’s Emergency Plan for AIDS Relief, ensuring timely and effective implementation of activities, gathering of indicator data for monitoring and evaluation of program and proper reporting of this information to both the in country USG committee and MHRP headquarters.

12.          Prepares funding documents, written reports, and manuscripts for submission to scientific journals.

13.          Identify training needs and foster a productive team environment.

OTHER JOB DUTIES: (20% OF TIME)

14.          Assists in the evaluation of potential research expansion sites in Uganda.

15.          Provides collaborative assistance to other program personnel and research scientists that require the incumbent's expertise.

JOB SPECIFICATIONS:

Required Knowledge, Skills, and Abilities: Knowledge about HIV disease, transmission and prevention based upon training or experience. Knowledge and experience regarding public health provision. Program management experience and training in international settings. Program monitoring and evaluation. Minimum Experience: MPH and/or PhD in related scientific discipline 4 to 8 years related program experience and 3 to 5 years of international work.
