Chemical Operations Manager - Utilities

Senior Manager is to serve in a regional practice area role servicing the oil & gas and pipeline industries. This Process Controls Engineer is responsible for the design, configuration, and maintenance of regulatory process control applications in an oil refinery.

Identify and implement new regulatory process control applications and strategies to improve reliability, safety, and profitability of the refinery.  Revise existing regulatory process control applications due to changes in process conditions, equipment, and instrumentation.  Develop and maintain Control Narratives.  Configure DCS to achieve automation objectives.  Develop and use metrics to monitor, maintain, troubleshoot, and improve performance of existing regulatory process control applications utilizing tools such as loopscout, tunewizard, or other tools.  Coordinate applications and troubleshooting with Area Engineers and Operations. Point of contact for the Engineering queue in SAP.  Interface with the Maintenance and Reliability Group through the Maintenance Work Process.  Coordinate Alarm Management Issues and facilitate Alarm Rationalization Meetings.  Participate in HAZOPs and P&ID reviews.  Provide back up support for DCS administrator.  Improve workforce understanding of regulatory process control applications by assisting the Training Department in implementing training initiatives as it applies to regulatory process control applications.  Provide design, configuration support, and start-up assistance for DCS capital projects. Coordinate with operations for input into regulatory process controls and graphics.  Participate in Technical Engineering Networks.

Good long-term client in Egypt is working directly with our Houston partner office to immediately hire an Ops or Refy Mgr for a giant refinery project in Egypt.  You will be working at the EPC contractor office in Seoul, Korea for about 14 months before relocating to Egypt for Construction and Commissioning in 2016.  Family status is authorized. 

 

PROJECT OVERVIEW: With the expansion and development of the Egyptian economy, the domestic demand for refined petroleum products, especially diesel, has increased. In addition, as more natural gas is utilized to meet Egypt’s expanding requirements for electricity, the demand for fuel oil decreases. The technology in most of Egypt’s refineries produces large amounts of fuel oil, but the growing demand is for lighter products such as diesel. The increased demand for lighter petroleum products is one of the most important challenges Egypt’s oil and gas industry faces. To address Egypt’s increasing need, the (ERC) Company  was incorporated in July, 2007 as a Law 8 Company to upgrade the existing CORC Refinery in Mostorod to provide Egypt with additional lighter petroleum products such as diesel and LPG which will be delivered to the heart of the consumption market—Cairo. ERC’s products will reduce Egypt’s dependency on petroleum imports.

 

PROCESS & PRODUCTS: The ERC Project will largely utilize feedstock from the CORC facilities’ existing units and will sell its refined products to EGPC at international prices. ERC will produce European (EU V) grade diesel and IATA worldwide specification jet fuel for use solely in the domestic market of Egypt.

The company needs a very experienced Manager to be the chief operations person in the owner’s organization – the position would be spending the first year to 14 months in Seoul overseeing the EPC contractor design team and then coming to Cairo for the construction, commissioning, start-up phases with operations in 2016. You would need to have experience with hydrocrackers/ hydrotreaters.
