4)     Assures that the sequencing and performance of requisite engineering efforts such as criteria, diagrams, systems description, general arrangement, analyses and studies are organized to properly lead and support an orderly and efficient design process.

5)     Assures that the technical review and approval actions are being conducted according to the applicable corporate project procedures effectively: that proper combinations of sampling and in-depth checks are being utilized; and that reviews and approval are being conducted at proper levels of supervision.
