The Project Construction Engineer will report to the site Construction Manager and be responsible for technical leadership and support of the Project construction, system completion and turnover processes through commercial operation.  ACS is located in the Port of Altamira, state of Tamaulipas, Mexico.  In this role, the Project Construction Engineer will be part of the ACS on-site construction team and will support the Construction Project Manager on a daily basis.  We are looking for someone with broad knowledge and experience with project field engineering for Power plants. The individual will need to be an intelligent, well educated (BSME or related degree), self-motivated individual with strong interpersonal and skills. The individual’s personal style will need to be suited to a culture which is entrepreneurial, creative, fast-paced, value-driven, and with very high corporate standards.  The individual will need to be very comfortable working in a lean structure, highly customer focused, strong ethical and moral standards and willing to assume significant personal accountability and a strong understanding of power plant equipment.


Job Responsibilities: Inspect construction activities to ensure that all project and EPC contract safety requirements are met.

Ensure Project materials and construction are in accordance with project specifications.  Coordinate internally with construction team and EPC contractor.  Inspect construction for contract compliance and develop punchlists of nonconforming items.  Assemble and complete project turnover packages. Inspect plant systems through system walkdown process and punchlist/ approve systems for turnover to the Startup team.  Oversee EPC Project Construction activities. Maintain detailed and organized files.


Experience:  Greater than ten years demonstrated project field engineering / construction experience on a major (>$50MMM) construction project. Demonstrated experience working in a construction environment while interacting and reporting to the corporate environment. Greater than 5 years experience working on power projects. Greater than 5 years working internationally in the construction field. Bi-lingual English / Spanish (read, write, speak) The job is located in Port of Altamira, state of Tamaulipas, Mexico (near Tampico, Mexico) and will require occasional travel to Mexico City. Our client is a leader in the global development, ownership, and operation of power generation and related energy infrastructure and the first private power investor of its type in growing markets in Latin American, Asia and the Middle East. Currently they are looking for a G&A Sourcing Specialist for their Massachusetts headquarters. In this role, you will lead the management and oversight of specific product and services categories and purchases delivering optimal cost of ownership for the categories at the site, regional and global level, in line with the Company Procurement methodology, ensuring:


Delivery of agreed savings targets. Delivery of agreed “value add” targets and measures. Active management of supply risk, ensuring the services/goods are received on time and to the right quality. Development of supplier capability to meet current and future business needs. Development of supplier relationships to ensure the Company is at the forefront of innovation within the category. Working with other Procurement professionals and functional groups to drive common objectives relate d to Procurement’s goals. Active oversight of day-to-day transactional procurement functions for Burlington site. Optimized use of Oracle JDE procurement software, electronic invoicing, e-Sourcing, Supplier Diversity, Reconciliations, Reporting, etc. Provide direction, training, and development opportunities to associated site staff to maximize the delivery of agreed savings targets. This role will not be sourcing for the production plants but will be working on purchase orders, and doing contracts mainly for IT products and other functions in corporate.

Category Management and Sourcing (25%). Creation and leading of category management team(s) and development of sourcing strategies for key categories to achieve annual savings targets, working with stakeholders to ensure sourcing strategies meet the business needs to drive the category and sourcing strategy through; Development of several category strategies, including plans for individual sourcing projects. Scheduling and leading regular category review meetings. Identifying and driving associated cost savings benefits. Managing the delivery of spend analysis and supply market research. Developing a portfolio of market intelligence. Drafting Pre-Qualification Questionnaire’s and Invitation to Tenders Running tender evaluation, risk assessment and lead supplier selection processes. Leading sourcing decision process to final key stakeholder agreement. Site Specific Purchasing (25%).


Creation and leading of purchases to drive quality up and savings down, and to align with the category and sourcing strategy through; Ensuring products and services are provided to regional sites on time with high quality at industry leading cost levels Development and use of supplier assessments and scorecards.


Development of transactional reports, including opportunities for categorizing, identified cost saving benefits and timeframes for category transition. Scheduling and running regular transactional review meetings to ensure procurement and site objectives are met. Development and implementation of ‘right first time’ purchase orders in line with purchasing and financial policies. Identifying opportunities for consolidation of site purchases.


Contract Management (20%). Leading the Contract Management responsibility for the category area, including: Development of SLA’s and KPI’s which will form the basis of the contract management and monitoring. Ensuring suppliers continue to deliver best value by actively benchmarking against identified and approved comparators. Negotiating and managing contracts and contract changes.


Internal Relationship Management (10%). Creating buy-in amongst all category stakeholders to implement category and supplier strategies. Resolving any conflict within category management group to ensure the optimum outcome for the business is achieved.


Supplier Relationship Management (10%) Accountable for managing relationships with key suppliers within the category. Leading supplier issues and conflict resolution where possible. Generating and meeting agreed to cost reduction objectives through the joint development of a supplier improvement plan.


Demand Management (5%) Identify opportunities to reduce cost to meet Procurement objectives through effective management of demand through policy and buying behavior, by Reviewing category spend on a monthly basis looking for spend peaks and investigating unusually high spend. Identifying and reducing maverick spend to consolidate all category spend to the designate supplier(s). Challenge specifications where appropriate from a procurement perspective.


Driving Innovation and Knowledge Management (5%): Generating and delivering new process improvement and “value add” opportunities through category management and strategy processes to help meet Procurement continuous improvement objectives. Continually develop functional expertise and category knowledge ensuring it is utilized across the group to improve business performance.




Degree level in a business or equivalent industry experience. Advanced degree preferred. Certificate / License: CIPS, CCP, CPPM, CPPC or similar qualified preferred.

Health, Safety, Security and Environmental / Quality Supervisor

Our USA client is a global power generation (IPP) firm with power plants representing a total generation capacity of 7,686 MW. The plants are located in the UK, the Netherlands, Mexico and Australia. Mexican citizens are preferred for this position, but candidates from other countries might be considered. Relocation assistance will be provided. Fluent in Spanish is mandatory.


Reporting to the Plant Manager, the key purpose of the Health, Safety, Security and Environmental / Quality Supervisor (HSSE) will act as coordinator, supervisor, educator, planner and evaluator of the health, safety, security and environmental / Quality programs. The employee will assist the plant manager to ensure plant compliance on applicable health, safety and environmental regulations, standards and requirements. The position demands deep knowledge of applicable regulatory standards. The successful candidate will assist all employees in health, safety and environmental matters. Collect data and information in order to resolve health, safety and environmental issues. Establish HSSE plans and programs consistent with HSSE policies and requirements. Be responsible for the management and implementation of the ISO 9000, 14000 and 18000 standards. Custodian of the Company quality program on site. The employee will promote the importance of HSSE in plant as well as externally through awareness, training, coaching and specific programs. Job Responsibilities: Support Plant Manager in the design and implementation of HSSE policies, procedures, plans and projects. Acts as representative of ISO 9000, 14000 and 18000 systems. Supervise the compliance in terms of HSSE policies and procedures. Responsible for environmental administration compliance through the establishment of programs and initiatives. Responsible for environmental system principles establishment and implementation. Responsible for collecting data and reporting on the plant’s environmental performance. Responsible for protecting the company assets based on company policies and procedures. Do no incur in corrupt practices. Responsible for managing the site security program. Responsible for quality program on site.


Position Functions: Responsible for establishing HSSE policies and procedures relating to the plant operation, emergency response, employee’s safety and general health and safety issues. Perform periodic environmental assessments to infrastructure through specialized outsider consultants and report findings to Plant Manager. Provide specialized technical assistance through engineering specialists as well as helping with technical problem resolution while providing assistance from an environmental standpoint. Monitors the health and safety registries installations and assists Plant Manager in the zero accidents goal completion. Provides supervision and quality control as needed to ensure the plant equipment and infrastructure are used under the HSSE parameters. Responsible for complying with all regulatory reporting systems and internal communication to employees, region and corporate team. Updates employees on HSSE regulations on time to avoid incidents. Responsible for reporting HSSE incidents and accidents through the BITS HSSE reporting system. Responsible for identifying potential HSSE risks and building corrective action plans when needed. Responsible for the annual HSSE assessment in plant. Tracks the completion of specific corrective actions as described in the action plans resulting from periodic assessments. Supports other IG plants in the establishment of plans and programs. Responsible for maintaining direct communication with corporate HSSE department including participation on conference calls, meetings and annual conferences. Responsible for the appropriate hazardous and non hazardous waste management in the plant. Responsible for establishing the emergency preparedness plans and programs. Responsible for the management of the site security program.

Experience Profile:  4+ years experience supporting fluidized bed boilers (FBB).  Circulating fluidized bed (CFB) and/or bubbling fluidized bed (BFB) boilers.  Expertise in power generation - utility and industrial plants.  Expertise in operation and maintenance of a fluidized bed boilers.  Maintenance management, planning, and execution.  Plant operation and maintenance management.  Extensive experience conducting training.  Experience performing and documenting inspections.  Experience developing and supporting outage readiness reports.  Troubleshooting, technical cause analysis (TCA), and root cause analysis (RCA).  Experience conducting condition assessments and tune-ups.  Good technical report writing skills.  Proficiency in Microsoft Office and other applicable software.  Ability to travel up to 10% as required.  Stable record of direct employment.

Helpful/Preferred:  BS degree in an engineering or technical subject.  CMMS MP2 experience.  Mechanical tuning, boiler efficiency optimizer tuning, system audits.  Asset Management data analysis, alarm data analysis, vibration data analysis.  NDT mapping data analysis.  Exposure to AutoCAD, Mathcad, Caesar II, STAAD or related.
