We are looking for an experienced Senior Project Manager to join our client's Transmission and Distribution (T&D) operation. This is an opportunity to join a major E&C/EPC firm to manage major power projects. In this role the Project Manager will handle the Engineering, Procurement, and Construction management for major substations and high voltage transmission projects. In addition, the Project Manager actively and prominently collaborates in proposal preparation, estimating, planning, and pricing.

Permanent relocation is not required, but is preferred. Candidate must be able to work out of the Oradell, NJ office with travel as required.

Requirements:

·        Bachelor’s Degree (or equivalent) in Electrical Engineering.

·        5+ years of project management duties in high voltage applications.

·        Substation and T&D experience.

·        A significant history in Public Utility, ISO (Independent System operators) and /or regional grid knowledge and utility contracts in the areas of Transmission and Distribution, with Particular emphasis on Distribution.

Reporting to the Vice President Engineering, the Manager Projects Engineering will provide the business leadership and strategic vision necessary to develop and implement a long-term plan for major project engineering activities   that ensures the company continues to support its primary mission. The manager will assist leadership in defining the scope and resources necessary for engineering support of current major projects and as new projects are developed which are necessary to accomplish the goals within organizational units of the company. This position is a key contributor to the executive teams planning activities. This position will provide leadership to the Projects Engineering division by managing and overseeing the resources, direction and workload dedicated to providing major project engineering support to the plant. 

 

Central to accomplishing the major projects engineering activities is leading an organization through three superintendents/supervisors. This organization in turn works with internal departments and divisions to support their project requirements. They also work with contractors who have supplemental employees.

 

Internally, the Manager Projects Engineering provides direction to effective utilization of staff resources within their organization. They actively consult with executives, managers and other staff personnel concerning project engineering requirements.

 

Externally they work with industry peers at other nuclear facilities (including STARS and USA) as well as INPO and the NRC. They also communicate with owners and managers of contract services to devise strategies that provide supplemental staff and services to augment divisional requirements.

 

The Manager Projects Engineering reports to the Vice President Engineering. Peer managers in this organization include the Director Plant Engineering, Manager Nuclear Engineering, and Manager Design Engineering.

 

SPECIFIC RESPONSIBILITIES:

 

Develop, implement and review status of major and intermediate modifications to include long and short term objectives, project plans, budgets and financial projections that are consistent with company goals and objectives.

 

Collaborate with the senior management team and work cross functionally with other departments providing major project engineering input to corporate strategy and operations.

 

Develop and manage the project engineering team.  Assume responsibility for developing and maintaining the focus and performance of the staff, setting clear and measurable expectations and standards of performance.

 

Review performance against operating plans and standards, providing reports to the Vice President Engineering, and subordinates on interpretation of results and approve changes in direction if necessary.

 

Direct the development of major project engineering activities to ensure projects are aligned with regulatory requirements and engineering strategy.

 

Allocate appropriate resources to ensure major engineering projects are completed within committed time and budget objectives.

 

Provide exemplary customer service that meets plant priorities in the most effective manner while adhering to all applicable policies and procedures.

 

Prepare and monitor the department’s operating budget to ensure that all activities remain within budget.

 

Act as principal advisor to executive management in project engineering areas - both current and long range planning.

 

EXPERIENCE REQUIRED:

 

The successful candidate will possess:

 

A demonstrated ability to create and execute strategic project engineering activities. 

 

Engineering experience at a nuclear power generating facility, with a minimum of fifteen years of increasing levels of responsibility. Five years experience in a supervisory or management capacity is necessary.

 

Demonstrated project management skills as evidenced in project planning, organization, resource allocation and managing constraints to bring about the successful completion of specific project goals and objectives.

UTILITY INDUSTRY SPECIALIST

Saudi Arabia's national oil company, Saudi Aramco, is a fully integrated petroleum company with operations in exploration and production, refining and marketing, and petrochemical manufacturing. It manages about one-fifth of the global oil reserves and fourth largest gas reserves in the world. The Company currently requires about 3,000 MW power generation capacity to support its operations.  That level is expected to reach over 4,000 MW over the next few years.  The Company has internal electricity generation capacity of about 2,000 MW.

The Kingdom of Saudi Arabia is also undergoing a fundamental change in the regulatory framework of its utilities sector.  The national electric company, the Saudi Electric Company (SEC), is being restructured into three financially independent entities. The generation entity will have four companies competing to sell power in all regions of the country. The transmission entity will continue to be regulated and will be the only buyer of electricity from generation companies during a transitional period until the regulator, the Electricity and Co-Generation Authority, allows multiple buyers. Distribution entities will also continue to be regulated and each will serve well defined service areas. In addition, the national water company Saline Water Conversion Corporation (SWCC) is being privatized.  The restructuring will offer Saudi Aramco opportunities to buy power from lower-cost generators and to wheel its own power from cogeneration facilities to its demand centers using booked transmission capacity on the national grid. 

 

Saudi Aramco is looking to appoint a Utility Industry Specialist whose responsibilities will include comprehensive economic, technical and regulatory analysis of Saudi Aramco’s own power generation facilities and those of their  major power generation and water desalination fuel customers. As different Saudi Aramco business units and outside customers develop their utility investment plans, the Utility Industry Specialist will evaluate the general configuration of each project, economic attractiveness, energy conversion efficiency, fuel type compliance and fit with the Kingdom’s electricity plan.  Based on this evaluation, the Specialist would make recommendations to management on the appropriateness of the investment if for an internal project and the acceptability of the proposed configuration and fuel efficiency for outside plants.

Responsibilities:
The Utility Industry Specialist will be responsible to assist Corporate Management and other company organizations in the following areas:


• Overall economic and regulatory factors affecting the electricity markets in the Kingdom.
• Prioritization and optimization of Saudi Aramco’s investment in electric and cogeneration facilities.
• Major contributions in advising the Ministry of Petroleum and Mineral Resources about ways to optimize new electricity generation and water desalination capacity additions.
• Economic analysis of proposed SEC and SWCC investments in new plants and replacement of low efficiency capacity.
• Financing issues covering the electricity and desalination sectors.
• Negotiating agreements with the SEC regarding wheeling, backup and standby services.
• Interacting with the regulator to articulate Saudi Aramco’s position on key regulations, such as terms of the powers of the new independent system operator, Grid Code, Cogeneration license requirements, wheeling conditions, etc.

Qualifications:
• At least 5 to 10 years of industry experience in the utility field at both the technical aspects of designing and/or operating different types of plants and the economic aspects of selecting equipment and configuring plants to reach efficiencies consistent with optimal economic performance.
• Exposure to the current regulatory system in the Kingdom, its planned development path and overall targets desirable.
• Sound knowledge of techniques used in evaluating investment decisions, including such new areas as Clean Development Mechanism (CDM) and the acquisition of carbon credits.
• Proven ability to interface and effectively communicate with utility and non-utility personnel at all levels within the organization and with outside experts.
• Strong written and oral communication skills to work with individuals and groups from diverse professional backgrounds at all levels both within the organization and externally.
• Keeps abreast of topics which affect the utility industry such as restructuring of the electricity and water sectors, changes in economic regulatory practices, regulations to support alternative energy and evolving global environmental issues.
• Able to work effectively with minimum supervision and on relatively unstructured tasks.

Education:
• Bachelor’s degree in electrical or mechanical engineering; masters in electrical engineering or another relevant engineering degree preferred. Besides an engineering degree, a degree in economics or a MBA would be desirable.
