Corporate Process Safety Leader - PSM

An excellent career opportunity is currently available for a Corporate Process Safety Management Leader with a global Electronics Materials manufacturer. Reporting to the Process Safety Director, this position will provide leadership and direction in the area of process safety to identify and reduce risks, and ensure compliance to enable the sites to minimize process safety incidents while maximizing business performance. There will be involvement in advancing global process safety risk reduction and assessment initiatives within the business.

Responsibilities:
--- Responsible to drive PSM implementation globally and work with multiple plant sites to complete compliance plans.
--- Roll out new programs, new procedures, new standards.
--- Assist sites with announced OSHA and EPA Compliance inspections (prep and attend) and help sites work through any citations or NOVs, enforcement.
--- Visit sites, work with on site resources, review implementation - audit, check and inspect to ensure compliance. Coach and mentor site PSM Resources.
--- Set up processes and forums for site employee participation in PSM. Ensure that the sites meets critical PSM compliance dates and has an effective PSM compliance calendar. Help sites estimate and secure resources for PSM compliance.
--- Work with Engineering SMEs (MI and PSI) & Safety Team SMEs and on Risk Reduction Project scoping, funding and implementation.
--- Participate in PSM SAT completion - sign off and verify. Validate PSM Audit Item closure.
--- Participate in any PSM Incident Investigations - ensure quality.
--- Serve as Point of Contact for PSM issues to business, help business drive risk reduction strategies.
--- Requires 50% annual domestic travel to drive PSM programs

Qualifications:
--- BS Chemical Engineering with 10+ years exp. in PSM, Process Engineering, or Plant/ Production Management in chemical manufacturing plant sites is required.
--- Strong background in effective PSM systems and demonstrated proficiency in process safety risk reduction. International experience preferred.
--- Solid understanding of OSHA Process Safety Management (PSM), EPA Risk Management Program requirements.
--- Demonstrated skills in risk-based decision making, effectively aligning safety and business needs.
--- Experience with risk and consequence modeling tools desirable; layer of protection analysis, fault trees, dispersion analysis, thermal radiation and overpressure modeling.
--- Practical experience in process hazards analysis PHA tools in a manufacturing environment.
--- Strong leadership and interpersonal skills; a team orientation, as well as the ability to deal effectively with personnel at all levels, inside and outside the organization.

EHS Specialist/ Industrial Hygienist

The individual needs to have detailed knowledge (theory and application) of the industrial hygiene disciplines, or capability to develop the same. Basic knowledge of chemical manufacturing is a plus.

BS degree (or higher degree) is required. Engineering, Safety or Science related degree is strongly preferred.  Safety/IH regulatory knowledge and expertise are required. Three or more years of experience in implementing IH or safety programs in a manufacturing arena is required.  Basic computer skills (ex. Spreadsheets, word processing, database management)
essential. Customer Focus, Team Leadership and Teamwork, Entrepreneurial Acting/Initiative, Results Orientation, Communication, and Work Management skills are essential.  Certified Industrial Hygiene (CIH) and/or Safety Professional (CSP) designation is desired.  Experience/training in emergency response and/or Process Hazards Analysis is a plus.

This position involves direct support of all aspects of the site IH program with limited environmental responsibilities. Key elements include IH Monitoring, Site IH Procedures, accident/Incident Investigations, IH training, Hazard Communication and Radiation Safety. It also involves limited support of the site environmental program (Title V Air permit, SPCC plan and Hazardous Waste Management). The selected individual will be:

Responsible for providing technical and regulatory expertise to maintain industrial hygiene compliance.  Responsible for facilitating the sharing of programs, procedures, tools, and successfully demonstrated practices within the EHS Community.  Responsible

As the site Process Safety Leader, you will be responsible for driving the process safety program and managing the Process Safety Staff. This is a highly visible and critically important site leadership position; the process safety program will impact all employees on-site and is a key factor in sustaining the site operating license. There will initially
be 3 direct reports including
Process Safety Engineers and a Union Safety Rep. You will also provide matrix leadership to the refinery PSM Element Team and various sub-teams with regard to process safety. Applicants should have extensive experience in fuels refining or chemical manufacturing with an in-depth knowledge of OSHA PSM as well as best practices in safety management.

Responsibilities include: Champions and manages the Process Safety Program achieving functional and line ownership, integration of PSM processes & systems into the work processes, and implementation of sustainable systems to achieve world class performance. Establishes process safety processes and standards across working through multi-functional teams Manages the activities of the Process Safety Engineers and the development of process safety: Identification and prioritization of standards for development Managing and expediting the review and comment period Issuance of the final standard so that there is consistent application and understanding of the standard Ensures that relevant training programs are established across the refinery to  progress the knowledge and application of Process Safety principles,  practices, and tools.
