The Safety Engineer shall help the EHS Team maintain a service organization reputation throughout the plant site.

 

EDUCATION/EXPERIENCE REQUIREMENTS:

Completion of a Bachelor's degree in Engineering is required. Minimum of three years experience in a health and safety or production/manufacturing environment.

 

GENERAL RESPONSIBILITIES:

Within the limits of approved policies and budgets (both dollars and manpower), the Safety Engineer is responsible for and has authority to carry out the following duties. Assist in the development of plans, programs, and procedures to ensure a healthy and safe workplace. Act as a role model in regard to the plant safety rules and assist all other personnel to understand and follow the same rules.

 

FUNCTIONAL RESPONSIBILITIES:

 Assist the EHS Manager in reviewing health and safety related regulations, and other written material. Create and revise plant safety policies, standards, rules and procedures as required. Provide guidance and support to all personnel concerning safety, health, industrial hygiene and fire protection. Promote a safe and healthy work environment by maintaining a strong relationship with employees and encourage a positive attitude about personnel safety and process safety. Act as the site Industrial Hygienist. Maintain IH program and oversee industrial hygiene surveys as necessary throughout the plant. Oversee IH monitoring, calculations, recordkeeping and reporting. Oversee safety reporting requirements including OSHA 300 logs, Workman's Compensation, Total Recordable Injury Rate and Days Away from Work Rate for both company and contract employees. Oversee site safety permitting processes including: LOTO, LOPA, Hot Work, Confined Space Entry, Excavation, Critical Lift, and Line Breaking/Process Entry. Coordinate and facilitate incident investigations, and assist with trend analysis and proactive data support. Approve Material Safety Data Sheets for new products prior to purchase. Conduct New Employee Orientation and refresher training in various safety topics as needed. Assist in the maintenance of Contractor Safety Training material. Assist in annual Hazmat Training. Oversee Process Safety Management Program. This includes oversight of Process Hazard Analysis, Layers of Protection Analysis, Management of Change, Operational Readiness Inspections, development of Process Safety Information, and providing input into written operating procedures. Ensure that the emergency communications and response programs are maintained and functional at all levels at all times. Represent and maintain current knowledge of safety regulations and practices through participation in industry groups such as Texas Chemical Council. 14. Serve as the VPP Coordinator for the site and help maintain the site's VPP Star status. Actively support practice in place programs, coordinate VPP task force and provide leadership and direction to task force members. Work with the EHS Manager for assistance as needed. 15. Support Mechanical Integrity Program by designating Critical to Safety instrumentation, electrical programs, equipment, piping etc. 16. Will practice Responsible Care through active participation and adherence to the guiding principles of the Responsible Care Management System. Assist in maintaining RC14001 certification.

 

RELATIONSHIP RESPONSIBILITIES

1. Consult with the EHS Manager on all unusual and important matters and keep him/her informed as to the progress and performance against predetermined plans and budgets. 2. Purpose & Scope: To closely monitor all the activities within the site safety section to ensure HSE Department objectives are implemented and that all ADGAS and contractors employees are working in full conformance with ADGAS HSE rules and regulations. Main Duties: a. Coordinate the implementation of HSE Program through the different senior Engineers. b. Have excellent management skill. c.
