PROCESS SAFETY MANAGER

This position is responsible for leading the company wide design and implementation of the Process Safety Management program. Manages process safety integration at site/project level and directs and supports site management in the implementation and management of resulting program and associated processes. Oversees the development and implementation of all safety programs across the company.

 

SPECIFIC DUTIES:

 

1. Reviews and identifies all processes in Newark and other Troy facilities that are covered by the PSM regulations. 2. Designs and implements a Process Safety Management program tailored to cover the processes identified in item # 1 in the most efficient manner possible. 3. Manages all aspects of Process Safety Management (PSM) program and contributes to development and improvement of program while performing process hazards analyses and layer of protection analyses, program auditing, and training. Develops and maintains Process Safety Management Performance Standards. 4. Ensures that all site/project personnel to comply with relevant process safety management program components and initiatives. 5. Assumes lead role in incident investigation, root cause analyses, and safe work programs. Completes, maintains and reports incident/injury information in accordance with identified protocols. 6. Tracks and analyzes site/project safety and health statistics, establish improvement actions/targets based on injury prevention goals and/or key performance indicators. 7. Correction of all problems / performance issues uncovered in item # 4. 8. Performs environmental, health and safety audits. 9. Develops and executes action plans to correct deficiencies uncovered in # 6 and will work with site operations to execute action plans. 10. Manages and develops EHS training in accordance with site & regulatory requirements. 11. Provides direction and leadership to site/project management on regulatory issues including compliance, interpretations, inspections, and the investigation of same. 12. Acts as a technical EHS resource to management, staff. 13. Keeps current on EHS industry regulations, best practices, and technological developments and equipment. 14. Liaises with Engineering and Operations to reduce likelihood of major incidents and work to steward risk reduction efforts. 15. Conducts PSM audits and takes corrective action against any non-compliances found. 16. Reviews technical standards with respect to Health & Safety risk management content. 17. Performs all other duties as assigned.

 

EDUCATION AND EXPERIENCE

 

Bachelor's degree in Chemical Engineering, Chemistry or other related technical degree, required with high level of knowledge of regulatory requirements (OSHA, EPA, NJDEP) as applied to plant and facility operations.  Demonstrated success designing and implementing OSHA Process Safety Management programs on plant wide basis. Minimum of five years of experience in Process Safety Management (PSM) and Environmental Health & Safety (EHS) regulatory compliance fields.

A minimum of 5 years experience in a chemical manufacturing environment and knowledge of process design engineering principles as applied to batch chemical processing environments. Professional certifications (Certified Safety Professional, Certified Hazardous Materials Manager) are preferred. Must demonstrate strong verbal, written, and analytical skills as well as have the ability to interact effectively with all levels of employees and management. Investigate injury reports and follow-up to ensure corrective action is taken. Coordinate industrial hygiene testing and implement corrective action, if required. Oversee and conduct safety-related training that is required to remain in compliance with all applicable regulations. Provide safety updates during management and team meetings. Organize, plan, and steer the Safety Representative Program to ensure that employees are provided with a safe workplace. Manage worker's compensation claims and oversee claims management. Effectively implement the change management. Provide guidance, interpretation and verification for KPI's. Perform analysis of data (including behaviors, near miss and first aid cases) to identify trends and set targets/ proactive action plans to improve performance.

QUALIFICATIONS: Bachelors degree in Engineering (and /or chemistry/ physical sciences), with 10+ years experience in Health, Safety & Environmental compliance for large chemical or process manufacturing plants. Experience with OSHA VPP, ISO 14001, OHSAS 18001, Title V Air Permits required. Must have managerial experience. Exposure to Lean Six Sigma EHS implementation at a large manufacturing location a plus. Record of implementing and maintaining behavior based safety cultures a plus. Lean six sigma certified green or black belt preferred.  US Citizen or Permanent Resident (green card) is required.
