This is a tremendous opportunity for a Professional Engineer and Project Managers, to be part of the introduction of new energy efficient technologies and the upgrading of facilities to meet the new Energy Saving Performance Contracts (ESPC) mandate set by the US Federal Government. 

 

This position is for a high caliber professional experienced in dealing with Large design/build mechanical, electrical, plumbing projects that is seeking a new challenge and prepared to control projects across multiple regional centers in Japan in conjunction with the Global management team.

 

The ESPC’s are for projects on a wide variety of conservation measures, and install proven energy-efficient technologies and upgrade energy infrastructure.

 

As Construction Project Manager, you'll be responsible for the overall management of US Federal Governments ESPC projects in Japan, from development through the performance period for services, with direct accountability for project execution, administration and management.  You will lead teams to accomplish specific objectives in a given time frame and with available resources, and will be accountable for assigned projects’ scope of work, schedule and budget.

 

You will work as the Prime Contractor to the US federal government handling multi-million dollar contracts.  These are large design/build mechanical, electrical, plumbing projects will involve multiple technologies including renewable energy sources, and includes managing multiple subcontractors and joint venture relationships, and you will be accountable for timely completion of assigned projects and customer satisfaction

 

Key Competencies and Success Factors:

 

- Energy engineering experience with US federal ESPC requirements

- Construction project management and team leadership experience required

- Dual language capability in English and Japanese verbally is highly desirable and preferred

- Must have ability to read, analyze, and interpret plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations

- Ability to write reports, business correspondence, and procedure manuals is required

- Must have a general working knowledge of basic engineering, electricity, mechanical HVAC systems and the building construction industry

- Ability to effectively present information and respond to questions from top management, customers, and service teams is required

- A working knowledge and understanding of Japanese culture and customs including working with subcontractors and suppliers is required

- A working knowledge of currency conversions with US dollar and Japanese Yen is preferred

- PE certification and PMP certification is preferred

- Flexibility to work outside normal work hours/weekends, as required

 

Minimum Qualifications and Competencies:

 

- Bachelor’s degree in Electrical Engineering, Mechanical Engineering or Construction Management with a minimum of 5 years of experience working and contracting directly with the US federal government is required;  or nine years of experience in the construction industry or related field, or an equivalent combination of education and experience

- Experience and knowledge in using Project Management Tools (CPM, PERT, Gantt Charts) is required

- Knowledge of Microsoft Office, Primavera Expedition and P3/Suretrak required 

- Experience required with large design/build mechanical, electrical, plumbing projects, including managing multiple subcontractors and joint venture relationships 

- Familiarity with financially guaranteed contracts, the operation of energy management systems, HVAC systems, temperature controls, and process control systems is preferred

- Previous experience with the US Navy or Marine Corps is preferred
