Reporting to the VP, Operations & Engineering, you will manage the engineering, EPC Contracting, and preliminary EPC activities during project development phases.  The Project Development Engineering Manager supports the development team by providing all relevant technical and commercial input required to develop projects, submit bids and achieve financial close on assigned projects. This position will be assigned to specific development or acquisition opportunities and will receive functional guidance from VP, Operations & Engineering. You will be responsible for the Supervision of outside consultants and the selected Engineering firm acting as Owners Engineer.

 

Primary Areas of Focus: Project Development Support; Conceptual Definition/Equipment Selection/NPV Analysis

Pro forma Inputs; Scope Book/Contract Development; EPC Contract Negotiations; Construction Execution Support.

 

Major Responsibilities: Determine scope of supply requirements for EPC contracts. Manages and provides technical/pricing data for screening of early stage project development. Works in Development teams to oversee technical issues, including the creation of winning strategies for competitive bidding and the preparation of the technical portion of proposals.  Manages Owners Engineer and other third parties completing engineering studies under technical service agreeents during screening, full scale development, and project financing process. 

Responsible for budget and schedule for engineering deliverables including the Scope Book and related Project Contracts. Insures that EPC contracts are properly aligned with the PPA, FSA and other relavent project documents at both the bid stage and after the award of a mandate. Negoitates EPC contract terms and conditions.  Negoitates technical issues, including scope of supply and equipment performance, with clients and the EPC contractor.Supports corporate initiatives related to Operations and Engineering function including issues related to clients, contractors, vendors, technology, procedures, and standards. Supports the environmental impact assessment and the public consoltation processes on assigned projects. Supports the Lenders due dilagence process, managing and supporting the efforts of the Lenders Engineers and providing technical input to Lenders in support of Financial Close Supports unplanned, unforeseen special initiatives or requirements as needed.  Sources data, identifies and develops viable options.  Perform other tasks as directed by the VP, Operations & Engineering as needed to support plant operations and corporate growth initiatives.

 

Knowledge and Experience: Bachelor’s degree in Engineering or equivalent experience required.  Ten to fifteen years experience in the “power industry” and IPP industry, with experience in both the technical and commercial aspects of executing lump sum, turnkey, power plant projects.  This experience can be gained through working with OEM's, EPC contractors, and/or other Owner/Operators. Knowledge of fossil fired power plant technology including Gas Turbine and Combined Cycle Power Plants including Engineering, design construction and start-up processes and procedures. Knowledge of EPC contract terms and conditions and experience with the negotiation of EPC contracts, contract change orders and dispute resolution experience.  Knowledge of cost estimating methods for major equipment associated with power plants and complete turnkey power plants. Our client is a USA General Contractor with over 30 years of construction experience. The firm specializes in U.S. federal funded design-build projects in the Middle East, Europe and Africa requiring general contractor and regional expertise. You will be working in Cairo for a few months then transfer to other locations in the Middle East as the project advances.

Qualifications: Bachelor's degree in Construction Management or Engineering preferred. 7 to 15 years of combined experience on construction projects as an Estimator, Field Engineer or Project Manager.  Should have experience estimating new projects and changing orders, along with proposing them and performing a post-bid interview if required.  Ability to read engineering and architectural drawings and specifications in order to interpret a variety of instructions in legal, mathematical or diagrammatic form.  Ability to perform financial and mathematical analysis.

The firm is looking for a Construction Manager from an E&C, Mechanical Contracting or O&M firm with at least 10 to 15 years experience with Petrochemical projects.  Previous experience working as a Craft Superintendent would be very helpful. This position is part of the Corporate Engineering Services Group that supports businesses in the North American region for chemical plant construction. This position is responsible for representing the Company in the construction of various size projects in the North American region ranging from $25 to $150 million dollars. As such, this person will provide front-end input to project managers to develop construction strategies and schedules, and also provides the interface between the Company project team and the construction contractors. Primary responsibilities include the oversight of the construction site with regard to safety, quality, schedule, cost, and compliance to specifications.

Serve as the primary company interface to the construction contractor, project team, operations, and engineering groups; especially with regard to installation and execution activities and resolving field problems.  Provide technical expertise and consultation (constructability) in the design, contract development/bidding, and construction phases of projects. Coordinate site visits, interpret bid specifications, explain site specific security and safety regulations. Responsible for providing and maintaining a safe worksite. Requires BS degree in an Engineering or Construction Management discipline with minimum 15+ years experience in Mechanical, Civil, Instrumentation and Electrical disciplines.   Experience with chemical, petrochemical, petroleum refining or other similar manufacturing plant construction techniques and demonstrated knowledge of various engineering design disciplines.  Be familiar with quality control techniques and their application in the construction industry. General knowledge of project execution and ability to manage non-technical phases of construction (e.g., planning and scheduling, material receiving, progress tracking, etc.) Be able to understand and enforce contract documents.  Act independently regarding most daily and weekly activities, and interacts with supervising manager usually on a consulting and reporting basis. Our American client has just been awarded a new project at the Cairo West Air Base, Egypt (approximately 30 KM West of Cairo). The project is for Construction and infrastructure upgrades in support aircraft and accommodating base expansion and upgrades for enhancing operability, safety, security, maintenance and training requirements for readiness and operational reliability at Cairo West Air Base. The project involves new facility construction and improvements to existing structures and grounds. Facilities and upgrades for this project includes: aircraft storage shelters, airfield pavements, maintenance and testing facilities, housing, and training facilities, infrastructure improvements including site demolition, grading, site development, parking pavements, airfield paving and marking, and select buildings associated with the above infrastructure.

 

The work is a combination of full design aspects, as well as design build aspects. The full design aspects will be constructed by the contractor. The design build aspects shall be designed and constructed by the Contractor. For the design build aspects, the work shall include the preparation of a complete and coordinated set of construction design drawings with supporting documents and calculations, and the construction required, to provide fully functional facilities and systems required by contract documents. All designs shall be accepted and released for construction by the Contracting Officer prior to construction execution. The work will be constructed in accordance with current U.S. design standards, safety, applicable local standards. All positions require US Citizenship and past experience with Airbase construction projects. Past experience with US Corps of Engineers or USA Government projects helpful. 

 

To qualify you must be a US Citizen with at least 10 years Quality Control Management and Systems experience on similar projects and able to obtain a U.S. Security clearance (Secret Clearance required).
