Reporting to the VP of International HR, you will be one of the key people within HR to manage their vast and growing international operations.

 

Preferred Qualifications:

 

·         BS - in Business Administration with a Human Resources Management or international Business Major

·         Significant EPC with companies like Bechtel, Fluor, Shaw, or similar or other heavy industry experience living and working at international locations.

·         International work experience managing major projects and or regional/country HR operations within Asia Pacific, India and Middle East.

·         Experience in TCN recruiting and developing labor sourcing contract terms and assignment conditions from the Asia pacific region for staffing needs within the Middle East

·         Major international project start up experience – All phases including proposal, project start up, staffing, home office engineering support and field operations through commissioning and start up/project close out

·         Professional HR certification (SPHR, GPHR, PHR)

·         EPC industry HR experience

·         Six Sigma Belt trained for work process improvements

HR Operations Manager

The HR Operations Manager will have oversight of the regional HR service center in Columbus OH and management of the regional HR staff. The service center is responsible for high volume, time sensitive data processing, changes and corrections for personnel related transactions for all field employees. The HR Operations Manager will ensure data accuracy/integrity and resolve processing problems to provide consistent service delivery to client groups. This individual will partner directly with field business partners to address and resolve any discrepancies. In addition, the HR Operations Manager will partner and work collaboratively with the home office HR partners to execute initiatives and develop more efficiencies for continual improvements related to system and process enhancement. This person will also understand and analyze on going to make constructive recommendations for modifications or enhancements to existing procedures, techniques and processes. .

Primary Responsibilities
Provides day-to-day leadership support and guidance to regional HR staff.
Manages and ensures delivery of accurate, efficient and timely HR related processing.
Oversees and ensures high-quality delivery of services to all internal and external customers. Ensures effective systems and procedures are in place to enable quality work and deliverables.
Data management including HRIS data entry, maintenance and auditing.
Liaison with internal and external parties on problem resolution.
Manages enhancements and changes to existing systems by working with the internal HR business owners to gather requirements for changes, schedules changes, manages the testing process of changes, approves implementation of changes, and participates in communications/training efforts of the changes, as needed.

Ideal candidate will have a bachelor’s degree with a minimum of 7 years of HR management experience with a strong background in operations, systems, payroll.

Our client is one of America’s largest Architectural, Engineering and Construction (AEC) firms. This assignment is to manage the full spectrum of HR activities on the design and construction several massive new community development projects in the heart of the UAE.

 

You will provide HR leadership to the various projects and input to country operations as required. You will be based in Dubai and be responsible for providing strategic business partner consulting and HR functional expertise in all aspects of Human Resources required to support the projects and HR operations. You will play a key role in the establishment, development and delivery of the HR function/services. Your initial focus will be on recruitment, staffing and expatriate administration as the projects ramps up for the next few years.  As the project develops, focus will shift to learning and organizational development, employee relations, retention and compensation/benefits administration.

Responsible for administration of all US retirement plans, including defined benefit and defined contribution plans as well as deferred compensation plans. Coordinate with third party vendors to assure compliance and customer support for employees. Coordinate integration of any acquired entities, their plans and their employees. Candidate will be the primary liaison between company and actuaries, attorneys, record-keepers and trustees.


Job Duties:
• Provide technical guidance and support to employees and management, including the Retirement Plans Committee, legal, finance and the HR team.
• Official liaison with any third party that provides recordkeeping, legal advice, actuarial services, communication, etc.
• As appropriate and in conjunction with both internal and external counsel, determines legal requirements.
• Oversees the completion and filing of government reports with the DOL or the IRS, such as SPD`s, summary of major modifications, etc. Also oversees the compilation of annual pension evaluations.
